Phase I and II Engineering

BLA prepared the Phase I Project Development Report and the Phase II plans and specifications for the removal and replacement of the bridge carrying Hill Avenue over the East Branch DuPage River, a three-span deck slab bridge.  The project included structural and hydraulic analyses of the bridge in its original condition and the proposed improvement.  The original bridge had a deficient Bridge Sufficiency Rating, so it was eligible for funding under the Federal HBP.  The new bridge provides two 12-foot lanes with sidewalk.  The project included coordination with the IDNR as well as a Joint Application permit with the USACOE for Wetland and Waters of the US and DuPage County.
